The National Economic and Social Impact Survey (ESIS) 2017 is the sixth consecutive report by The
Salvation Army exploring the challenges, barriers, and levels of disadvantage experienced by those who
access our Emergency Relief (ER) services.
Developed through surveys of people accessing our services, the 2017 ESIS report highlights growing
housing stress, and pressure on families to choose between basic family necessities just to survive.
Based on this report, The Salvation Army is making a number of recommendations, including the
development of a national plan to focus on the growing poverty and inequality in Australia and
government investment to strategically and jointly address the fundamental/ structural issues that lead to
disadvantage and poverty.
